Authorized by the Balanced Budget Act of 1997 (BBA) and the Ticket to Work & Work Incentives Improvement Act of 1999 (TWWIIA), the Buy-In program allows states to expand Medicaid coverage to workers with disabilities whose income and assets would ordinarily make them ineligible for Medicaid. As of December 31, 2006, 33 states reported covering 80,871 individuals in the Medicaid Buy-In program.
CMS is monitoring the enrollment and development of all Buy-In programs. Mathematica Policy Research (MPR) has built an integrated dataset with information on MBI participants across the MIG states. In addition, several MIG states have conducted or are conducting their own MBI program evaluations at the state level. Findings from these evaluations are available here.
